Keep People Housed (KPH) Program

Preventing Homelessness Through Housing Stability

The Keep People Housed (KPH) Program helps eligible Solano County residents remain safely housed and avoid homelessness. The program supports individuals and families experiencing housing instability by connecting them with resources, services, and housing stabilization support. We work closely with community partners to help residents address challenges that may place their housing at risk and to identify solutions that promote long-term stability.

Using the Bay Area Community Services (BACS) online application portal, this FREE program can provide you the resources you need to get the help you need to stay in your home!

To be eligible, applicants must be Solano County residents with incomes at or below 50% of the Area Median Income and a demonstrated risk of homelessness or housing loss due to recent financial or other hardships.

To qualify your household income must be equal to or less than the number of persons in your family.

Accepted applicants to the program will receive rapid and flexible financial assistance paired with flexible, hands-on and individualized housing stabilization services as well as legal referrals for all households facing eviction.

Housing Navigation Services Program

Helping Individuals and Families Access Permanent Housing

The Housing Navigation Services Program supports individuals and families experiencing homelessness or housing instability by providing personalized guidance throughout the housing search and placement process.

We offer Housing Navigation Services through a variety of funding sources, allowing us to support eligible community members based on their individual circumstances and needs. Whether services are accessed through Medi-Cal or other available funding, our goal is to connect participants with safe, stable housing and the resources needed to maintain it.

Housing Navigators work directly with participants to:

Identify available housing opportunities
Complete housing applications and required documentation
Coordinate with landlords and property managers
Address barriers to housing access
Connect individuals and families to supportive services and community resources
Develop plans for long-term housing stability

Navigators provide ongoing support throughout the housing process, helping participants successfully secure and maintain permanent housing.
