Since 2006, Ms. Declarador has been working to ensure effective delivery of key IRS outreach and education programs, in particular the Earned Income Tax Credit (EITC), free tax preparation and financial literacy and asset building programs. Lorie works to develop leveraged partnerships with state and local community organizations that serve the low to middle income taxpayers, as well as those who are elderly, disabled or limited English proficient.

Lorie also serves as the primary relationship manager to partners including the Sacramento Coalition for Working Families, United Way California Capital Region and CA Franchise Tax Board to bring free tax preparation services to Sacramento County through the Volunteer Income Tax Assistance (VITA) Program.
