Literacy Support Council of Placer County Placer The Literacy Support Council of Placer County is an all-volunteer agency supporting the Placer Adult Literacy Service (PALS), a program of the Placer County Library that provides free, confidential one-on-one literacy tutoring to English-speaking adults in Placer County. PALS trains volunteer tutors in an intensive two-day class and provides on-going support. Tutors practice methods that have successfully taught hundreds of new learners to read, write and spell.
